Commissioning Manager Leatherhead Surrey

The Commissioning Manager will have a high level of coordination and interpersonal skills as they are required to lead a team of engineers in the delivery of a quality and robust commissioning execution plan on a large-scale LNG Project.
Candidate shall be proficient in all areas of LNG process plant commissioning and start-up services not only within a field execution environment but also with the ability to transfer these skills and knowledge gained in the field to both FEED and Detailed Design phases of Project.
Candidates MUST have previous LNG process plant commissioning management experience gained whilst working in a FEED/Detailed Design office environment as well as from in the field in a construction environment.
Candidates MUST also must have previous onshore LNG project experience preferably with FEED & Detailed Design experience of LNG Facilities.
The ideal candidate will be able to demonstrate involvement in the following areas of Commissioning Engineering through all phases of Projects;
Pre-FEED/FEED Phases;
  • Participate in design reviews (P&ID, SIL, and Hazard reviews)
  • Participate in plot plans and model reviews
  • Participate in project schedule development
  • Preparation of preliminary plans and procedures (operations, maintenance, and commissioning)
  • Preparation of various operating philosophies (e.g. operating, black start, commissioning.)
  • Preparation of preliminary system definitions
  • Preparation of training plans
  • Participate in RAM studies
  • Preparation of other commissioning deliverables as defined in the ITB
  • Preparation of an EPC estimate and preliminary EPC execution plan
Detailed Design/Execution Phase;
  • All of the above activities from a detailed design perspective
  • Preparation of high level plans and procedures to execute the works
  • Develop manpower loading for all disciplines required to execute the works
  • Interface with Engineering during the detailed design phase
  • Interface with Project Management team
  • Interface with Construction to ensure a commissioning driven turnover schedule
  • Preparation of all deliverables required to execute the works, including but not limited to the following:
- System Definitions
- Pre-commissioning & Commissioning Procedures
- Operating Manuals, and any Operating Procedures
- Chemical Cleaning requirements
- Subcontracts identified and in place
- Identify Consumables and Commissioning & Initial Operating Spares
- Identify and coordinate Vendor Servicemen requirements to support Commissioning & Start-up
  • Ensure resources are in place to commence field execution
  • All Health, Safety, and Environmental aspects identified and control measures in place
  • Training and coordination of personnel regarding commissioning controlled areas and access
The Commissioning Manager may also be responsible for start-up and plant operations activities including equipment and system checkout, inspection for proper installation, review for correct design, and review of calculation of expected system and equipment operating parameters under temporary start-up conditions.
They will coordinate start-up operations, including the direction of craft, and all other start-up activities such as flushing, chemical cleaning, and initial equipment and system operation and coordinate performance tests in conjunction with client personnel.
Lead a team of multi discipline commissioning engineers in a safe and efficient working environment ensuring their area of responsibility is delivered on schedule and within budget.
