Purpose: • Responsible for providing integrity management & technical support for all fixed, floating, and topside structures in (Liverpool Bay), to deliver company and regulatory objectives, working closely with colleagues in Maintenance, Production and HSE teams • Act as the technical authority and provide integrity engineering support for operating sites and will be responsible as the “System Custodian” for the Safety Critical Systems in his/her field of technical expertise as designated in the Asset System Custodian Listing. • The role also involves operational support, particularly failure investigations, repair specifications and Management of Change (MOC) activities; technical reviews, assessments and execution as required, including support for Decommissioning and future CCS activities. The role will require close liaison with the Operations teams onshore and offshore, and the Project Teams for HyNet CCS and LBA Decommissioning. Main Accountabilities and Responsibilities • Act as a technical authority (System Custodian) for Pipelines and prepare monthly and annual system custodian reports • Responsible for all pipeline integrity management activities (updating the RAs, executing inspections, results review, remediation, etc), including engagement with the Verification body and UK regulators. • Collate and review results from all Pipeline related activities. Review of inspection reports requiring remedial works and specification of repair; progression of failure investigations and root cause analyses, with support from internal or external specialists as necessary • Management of key vendors relevant to Pipeline integrity within budggaetry requirements • Ensure all legislative requirements for Pipelines are incorporated into the integrity strategy management system and ensure the Integrity plan for pipelines remains current and in compliance with relevant legislation • Accountable for engineering, execution and progression of Management of Change (MOC) projects in accordance with company MOC procedures. • Attendance at operating sites when first-hand review of equipment integrity issues is required • Periodic review and update to critical documents such as WSE's, Emergency Response Manuals, Performance Standards, MAPD etc. • Coordinate required inspections (ROV, etc) for Pipelines. Determine best methods for inspections (Diving / ROV / Side Scan Sonar etc.). • Maintain a working knowledge of relevant international technical standards, codes and recommended practices, interpretations and analogues to assist in the operation and development of Liverpool Bay facilities. • Coordinate pipeline inspections for onshore and offshore pipelines. Liaise with Structural engineer to ensure underwater pipeline inspections are coordinated and executed with structural inspections as much as feasible (side scans, ROV inspections, upheaval or freespan surveys) • Supervise pigging operations / cleaning / gauging/ intelligent pigging • Liaise with chemicals vendor to ensure chemical treatment programs are efficient and effective and meet the performance targets specified • Review the results of chemical sampling to ascertain impacts / remedial actions required. Implement improvement actions for chemical treatments • Work closely with the Operations department for resolution of flow assurance issues as identified • Liaison with the Flintshire Council for approving new planning applications in the land pipeline proximity |
Qualifications, Skills and Experience Required: ·B.Sc or B.Eng (Minimum Honours Degree, ideally Masters or Higher, in Mechanical/ Structural /Materials or similar discipline) ·Chartered Engineer or equivalent, or working towards chartership ·Possess a working knowledge of mechanical design standards, relevant codes and recommended practices HSE:·HUET and BOSIET Certificates·PSSR/Safety Case/PFEER/Pipeline Safety Reg/COMAH; Understanding ·IEC61508 and EEMUA Guidance; Awareness ·Hazardous Area Management/ ATEX/DESAR; Awareness ·ISO 19901.1 to ISO19901.6 Offshore Structures Fixed and Mobile ·Offshore Installations (Safety Case) Regulations ·Offshore Installations and Pipeline Works (First Aid) Regulations ·Integrity Management Essential:·Relevant industrial experience, including oil & gas industry related·Experience in an Asset Integrity Management role for Pipelines ·Demonstrable HSEC knowledge & skills, including knowledge of Safety Case, Verification Schemes and Pressure Systems Safety Regulations ·Computer literate, including experience with electronic maintenance management systems ·Strong communication, presentation, negotiation & influencing skills Required Competencies: Competent in Fitness for Service Assessment. ·Experience in Asset Integrity Management for pipelines ·Demonstrable HSEC knowledge & skills, including knowledge of Safety Case, Verification Schemes and Pressure Systems Safety Regulations. ·Computer literate, including experience with electronic maintenance management systems ·Strong communication, presentation, negotiation & influencing skills Key requirements
